FY 2020-2021 Consolidated Annual Performance Evaluation Report (CAPER)

The Sonoma County Community Development Commission has prepared a draft Consolidated Annual Performance and Evaluation Report (CAPER) for projects related to affordable housing, infrastructure improvements and homeless services funded and completed during the 2020-2021 reporting period. This report specifically highlights the Community Development Block Grant (CDBG), the Emergency Solutions Grants (ESG) and HOME Investment Partnerships (HOME)

 We are committed to creating more pathways to housing and resources in a way that promotes equity, sustainability, and resiliency. Our guiding documents analyze where barriers exist and/or propose solutions for how the CDC and the wider community can overcome them. 

2020 Consolidated Plan

The Department of Housing and Urban Development (HUD), requires jurisdictions receiving federal funds from Community Development Block GrantHOME Investment Partnerships, and Federal Emergency Solutions Grant programs to develop and submit a Consolidated Plan. The 5-year plan identifies the needs of lower-income persons in the locality and the proposed actions to be taken to serve those needs. For each year during the Consolidated Plan period, the Commission submits an Action Plan outlining the proposed projects to serve lower-income persons in Sonoma County, and a Consolidated Annual Performance and Evaluation Report (CAPER) to highlight yearly accomplishments toward Action Plan goals.
