Request for Proposals for Sonoma County Mental Health Patients’ Rights Advocate

The County of Sonoma Department of Health Services (Department), Behavioral Health Division (BHD) is pleased to invite you to respond to a Request for Proposals (RFP) for Sonoma County Mental Health Patients’ Rights Advocate to support the Department’s mission to promote, protect, and ensure access to services to support the health, recovery, and well-being of all in Sonoma County.
The duties of these advocates shall include, but not be limited to, the following:
- To receive and investigate complaints from or concerning recipients of mental health services residing in licensed health or community care facilities
- To monitor mental health facilities, services and programs for compliance
- To provide training and education about mental health law and patients' rights to mental health providers.
- To ensure that recipients of mental health services in all licensed health and community care facilities are notified of their rights

Written answers will be shared with all potential bidders through an addendum on the County’s Supplier Portal and email notification on date shown in schedule. Bidders must obtain Bidding Documents, at no charge, by downloading from the electronic bidding system. LIVING WAGE
The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2022, the living wage rate required under the LWO shall be $16.75 per hour, an increase over the previous $15.00 per hour. The adjustment was adopted by the County’s Board of Supervisors on December 14, 2021, in accordance with Sonoma Municipal Code section 2-377(d).All covered employees must be paid at least the increased living wage rate.
