I. Purpose
To establish the responsibilities and budgetary requirements of department/agency heads and General Services staff in the purchase or lease of property for County use. This policy was developed to establish responsibility for justifying, procuring, and managing the purchase or lease of additional County property; and to ensure that budgeting for the lease or purchase of property is efficient and consistently applied and maximize beneficial use of County resources.
II. Policy
- Definitions:
- "County" or "County departments and agencies" shall include all agencies, departments, and special districts under the direct control of the Board of Supervisors, including departments, agencies, and special districts where the Board of Supervisors is
designated to serve as the governing authority.
- "Real Property" is defined as land and/or improvements thereon for County operations. Certain property may be excluded from this policy subject to special agreement among the department director, the General Services Director, and the County Administrator (i.e. right-of-way acquisitions by departments with staff specialized in that function).

III. Responsibilities
The attached three charts (Lease of Property, Purchase of Property, and Cost Allocation of County Property) identify responsibilities associated with the lease, purchase, and management of County properties.
The General Services Department is responsible for developing procedures to facilitate compliance with this policy and for maintaining an inventory of all leased and owned properties.
